changing the date display in twiki from gmt
i know many people argue that your twiki install should display all dates in GMT/UTC, since the twiki is intended for international collaboration. well my home twiki4 install certainly is not, and if you're like me, you'll want to change it to something more sensible, without hacking up your install.
